International Conference of Heads
of the Order’s Diplomatic Missions accredited to European and
African countries Milan, at Palazzo Cicogna Mozzoni, on 30 and 31 May 2000 The purpose of the conference was to
provide up-to-date information to ambassadors, who are asked to perform their
duties and communicate their opinions to the Grand Magistry for the appropriate
decisions. In urging ambassadors to continue along the path of dialogue, Count
Marullo illustrated the initiative of Fort Sant’Angelo in Malta, where the
Accademia Internazionale Melitense has been created. An International Study
Centre will be established within this academy for training diplomats, dealing
with subjects useful for ambassadors and their staff; it will also organise
conferences like the present one but specialising in the different diplomacy
sectors.

Ceremonies in front of the church during the traditional greetings of the
Diplomatic Corps accredited to the Order. On the external plane, the Grand Chancellor invited diplomats to
remember that they must bear witness to the existence of the Sovereign Order,
both with Catholicity and with Hospitaller activity. For this purpose, a
documentation centre will be established in the academy to house the material
belonging to the Order’s diplomatic missions. In its history, pointed out Amb.
Count Marullo, the Order has been present in wars, activities and events. Opening the second session, the Grand Chancellor focussed on the
delicate role of the Grand Magistry, embassies and associations. He recalled
the need for coordination between embassies and associations through the daily
rapport between the two ministries of the Grand Magistry, the Secretariat for
Foreign Affairs and the Secretariat for Domestic Affairs, who have to
collaborate with extreme delicacy to avoid inefficiencies, always in the mutual
respect of each other’s jurisdiction. This message, supported by the
Constitutional Charter and Code, must be understood, the Grand Chancellor
pointed out, as a new relationship between the internal and external, leading
to development on all levels, including that of humanitarian activities. In conclusion, Amb. Count Marullo returned to the relationship between
embassies and associations, spelling out some important procedures and
protocols. The Grand Chancellor, after stressing the need for direct and vertical
communication, referred to the Order’s resumption of its cultural commitment.
It organises and promotes exhibitions and conferences in which heads of State and government,
members of the diplomatic corps, eminent experts and academics participate, and
sets up museums, in future also itinerant, often with the involvement of the
embassies. He concluded with the hope for a better cooperation among bodies
through the Grand Magistry to develop the Order’s humanitarian action. In this
regard he also indicated the goal to achieve the elevation to the rank of
Observer State in the United Nations’ General Assembly. This can only be
decided by the Secretary General, upon the reception, by now close, of a
hundred diplomatic recognitions from the same number of countries.
