a disposizione, mi permetteva solo di far confluire tutte le
notizie possibili nella "Rivista Internazionale",
che opportunamente rinnovata nel 1991, avrà in tutti
gli anni '90, ruolo di testimonianza per gli storici futuri,
che lì potranno trovare importanti cenni sulle azioni
dell'Ordine e sulla sua evoluzione negli ultimi anni del millennio.
Certamente una fonte limitata, però, in mancanza di meglio,
sufficientemente efficace in attesa di future possibilità
che già si intravedevano.
Infatti una soluzione definitiva al problema
mi balenò, fin da quando, firmato il primo accordo con
il Governo Maltese, negli anni '90, per la concessione di Forte
Sant'Angelo, dovetti poi, nel 1995, in qualità di Commissario
straordinario occuparmi, subito, di procedere ai necessari lavori
di restauro. Avviata tale opera, e conclusa la prima parte,
con l'agibilità della Cappella di Sant'Anna, del Palazzo
Magistrale e degli spazi circostanti mi prodigai, perché
si potesse trovare una sede, nel Palazzo Magistrale, per la
creazione di una Accademia Internazionale, che rispondesse anche
alla necessità di catalogare e documentare fatti ed eventi
dell'Ordine, non soltanto con riferimento al passato, ma soprattutto
riguardo alla vita contemporanea ed alle necessità della
diplomazia melitense che, con un centro di documentazione internazionale,
e con la possibilità di fare alcuni corsi per i futuri
quadri dirigenti, avrebbe qualificato meglio il suo servizio.
Così preparai il primo Statuto, che,
accolto da Sua Altezza Eminentissima, portò al decreto
istitutivo dell'Accademia Internazionale Melitense nel 1998,
con sede a Forte Sant'Angelo. Questo primo Statuto è
stato poi rivisto nel dicembre 1999* e, certamente progredendo
nel lavoro, si avvia ad essere ulteriormente migliorato, anche
per dare la possibilità a tutte le iniziative culturali
dell'Ordine esistenti nel mondo, di convergere in programmi
comuni, per grandi progetti, da effettuarsi in cooperazione
con altri Stati, su tematiche di interesse reciproco.

into the "International Review"
that, opportunely renewed in 1991, has become a testimony of
activities throughout the nineties for future historians. In
fact, important information on the initiatives carried out by
the Order and on its evolution in the closing years of the past
Millennium can be found only in the Review. A limited source
but, for want of something better, sufficiently effective until
future possibilities could present themselves in the already
forseeable future.
The final solution to the problem appeared
to me when, after the signature of the preliminary agreement
with the Maltese Government for the concession of Fort St. Angelo
in the early nineties, I became Extraordinary Commissioner for
the restoration works in 1995. As soon as the works were started,
and their first phase completed with the restoration of the
Chapel of St. Anne, the Magistral Palace and its surroundings,
I tried to find a seat within the Magistral Palace to establish
an International Academy. The Academy was intended to have,
among other purposes, that of cataloguing and documenting past
and contemporary facts and events of the Order, and of achieving
a better qualification of the Order's diplomatic service through
the creation of an international reference archive and the opportunity
to provide training courses for future officials.
I therefore drafted the preliminary Statute
that was approved by His Most Eminent Highness and led to the
decree that in 1998 provided for the foundation of the Accademia
Internazionale Melitense based in Fort St. Angelo. The preliminary
Statute was then revised in December 1999* and is intended to
provide for further improvements, and to give an opportunity
for all the Order's cultural initiatives in the world to be
integrated into common plans and large projects, to be implemented
with the co-operation of other States and concerning issues
of mutual interest.
